Hadjara Batamuriza is a seasoned tax professional with over 17 years of progressive experience at the Rwanda Revenue Authority, currently serving as Commissioner for Domestic Taxes. Throughout her distinguished career, she has developed extensive expertise across a wide range of taxation functions, including tax auditing, compliance, investigations, and international taxation.
In her current role, Hajara oversees the administration of domestic taxes for Rwanda, leading strategic initiatives to modernize tax compliance processes and enhance revenue mobilization. She has played a key role in complex tax investigations and enforcement actions, ensuring the integrity of Rwanda’s tax system, particularly in relation to large businesses and multinational enterprises.
Hajara has also led Rwanda’s engagement on international tax matters, managing transfer pricing reviews, negotiating tax treaties and double taxation agreements (DTAs), and implementing OECD tax transparency standards, including international exchange of information (EOI) frameworks. Her efforts have contributed significantly to aligning Rwanda’s domestic tax system with evolving global tax norms.
In addition to her technical expertise, ajara is passionate about capacity building, having provided extensive training and mentorship to tax professionals within RRA and beyond. She has served in various middle and senior management roles within audit, investigations, and international taxation, earning recognition for her leadership, policy insight, and commitment to institutional development.
She holds professional qualifications from the Chartered Institute of Management Accountants (CIMA) and earned her academic credentials from the University of Canberra.
Angello is a Tax and Regulatory Partner at Garnet Partners Ltd, with over 20 years of experience delivering tax and regulatory services across Rwanda and the East African region. His career spans both public and private sectors, including 10 years at the Rwanda Revenue Authority (RRA), where he served as a Senior Manager and played a pivotal role in the development of Rwanda’s VAT law in 2001 and modernization of the tax system. He also spent 15 years at KPMG East Africa, culminating in a senior management role within the Tax and Regulatory Services practice.
Angello holds an MBA in Banking and Finance from Kampala International University, a Bachelor of Commerce (Accounting) from the University of Rwanda, and a Bachelor of Arts in Social Sciences from Makerere University. He is a Certified Chartered Accountant (ACCA) and a member of the Institute of Certified Public Accountants of Rwanda (ICPAR).
He specializes in corporate and personal taxation, VAT, customs and excise duty, mergers and acquisitions, and international tax. He has led numerous tax compliance reviews and health checks and advised clients in financial services, telecommunications, consumer and industrial markets, petroleum and gas, government entities, and NGOs.
Angello has a deep understanding of East African tax systems, tax law, and RRA operations, including tax litigation and appeals. He chaired the tax working committee at ICPAR for over 10 years, contributing to the review of tax laws before parliamentary approval, and currently serves as a taxation examiner for the institute.
As a seasoned tax trainer and thought leader, Angello regularly publishes articles and conducts training across all tax areas in Rwanda. Throughout his career, he has undergone extensive training in tax, customs, and related fields, reinforcing his role as a leading authority in tax and regulatory matters in the region.
Felicien is a Partner/Director in Garnet Partners Ltd – leading both tax and audit services. Felicien has over 18 years of experience in tax, audit and finance covering various sectors in Rwanda and other African countries. He is a Member of the Institute of Certified Public Accountants of Rwanda (ICPAR) and Chairman of Professional Standards Committee.
Prior to founding Garnet Partners Ltd, Felicien previously served as Country Managing Partner of Ernst & Young Rwanda. He was also Group CFO of Crystal Ventures Ltd for 9 years.
Throughout his career, Felicien has been involved with tax matters daily. Through Garnet Partners, he has advised different clients of different business settings. He has good network with the tax administration, Private Sector Federation (PSF) among other key sectors in Rwanda. Felicien has a special passion for international structuring of transactions. He has been consulted on many occasions by various local and international companies expanding outside their domestic markets.
Charles is a tax manager at Garnet Partners Ltd – heading the tax function. Charles has over 10 years of experience in tax matters, in Rwanda, and the region, Certified Public Accountant of Kenya (Last section with one paper left), Professional certificate in East Africa Customs and Freight Forwarding Practicing course, Certificate of accreditation in Africa Facilitators Accreditation Program (AFAP) a KPMG South African based Learning and Development initiative. Certificate awarded for Customs tax training by Kenya Revenue Authority, Holds a bachelor commerce with honors in accounting from the National University of Rwanda, master’s degree at Jomo Kenyatta University, Kenya, (pending graduation).
Charles is experienced in conducting tax reviews and offering advisory services in areas relating to payroll (Pay As You Earn), Value Added Tax (VAT), Corporate Income Tax (CIT), tax health checks (THC), pension contributions, investment incentives, labour laws, Global Mobility Services (GMS), due diligence, consumption tax, customs duties especially the East African Community Customs Management ACT(EACCMA), cross border trade practices and procedures, tax administration audits, transfer pricing and any tax and legal related matters.
