Felicien Muvunyi is the founder and Managing Partner of Garnet Partners with 21 years of professional experience in audit and finance. He is one of the founding members of the Institute of Certified Public Accountants of Rwanda (ICPAR) where he served for 4 years on the Governing Council and for 2 years on the Inspection Commission. Felicien served as a Chairman of the Professional Standards Committee (PSC) of the Institute as the Chairman of the Professional Standards Committee (PSC) from July 2019 to December 2024.
Felicien served as a board member on the International Ethics Standards Board for Accountants (IESBA) for a period of two years from January 2022 to December 2023. He participated in various work groups and committees including among others emerging issues and outreach committee, public interest entities (PIE) working group and tax planning and related services committee.
He previously served as the Country Managing Partner of Ernst & Young Rwanda. At EY, he headed and participated in various audit and other assignments in Rwanda, Nigeria, Senegal, the Republic of South Africa and other African countries.
Felicien was also the Group CFO of Crystal Ventures Ltd for over 9 years. As part of the executive committee, he helped in the transformation of the CVL into one of the leading groups in the country. CVL is currently the largest holding group in Rwanda with interests in different sectors of the economy such as manufacturing, hospitality, or construction. He speaks English and French fluently in addition to Kinyarwanda, Swahili and other regional languages. He is an avid reader and enjoys touring the world for leisure and business.
Angello is a Tax and Regulatory Partner at Garnet Partners Ltd, with over 20 years of experience delivering tax and regulatory services across Rwanda and the East African region. His career spans both public and private sectors, including 10 years at Rwanda Revenue Authority (RRA), where he served as a Senior Manager and played a pivotal role in the development of Rwanda’s VAT law in 2001 and modernization of the tax system. He also spent 15 years at KPMG East Africa, culminating in a senior management role within the Tax and Regulatory Services practice
Angello holds an MBA in Banking and Finance from Kampala International University, a Bachelor of Commerce (Accounting) from the University of Rwanda, and a Bachelor of Arts in Social Sciences from Makerere University. He is a Certified Chartered Accountant (ACCA) and a member of the Institute of Certified Public Accountants of Rwanda (ICPAR).
He specializes in corporate and personal taxation, VAT, customs and excise duty, mergers and acquisitions, and international tax. He has led numerous tax compliance reviews and health checks and advised clients in financial services, telecommunications, consumer and industrial markets, petroleum and gas, government entities, and NGOs.
Angello has a deep understanding of East African tax systems, tax law, and RRA operations, including tax litigation and appeals. He chaired the tax working committee at ICPAR for over 10 years, contributing to the review of tax laws before parliamentary approval, and currently serves as a taxation examiner for the institute.
As a seasoned tax trainer and thought leader, Angello regularly publishes articles and conducts training across all tax areas in Rwanda. Throughout his career, he has undergone extensive training in tax, customs, and related fields, reinforcing his role as a leading authority in tax and regulatory matters in the region.
Lucie holds Master’s Degree in Finance and strategy major from Sciences Po (France) with more than 15 years of experience in management consultancy in a major French consulting firm, Capgemini, as well as the Rwandan-based American consultancy Karisimbi Business Partners. She also has an experience in entrepreneurship in book publishing in France and in Rwanda. Lucie has held lead and support roles on client engagement in the energy, finance, medical sector, IT, agriculture, and public sector, on different topics such as strategy, operations, marketing, HR and technology.
Originally from the Czech Republic, she has experience working in cross-cultural settings in Europe, Middle East and Africa. She is passionate about understanding the market and client needs and finding innovative ways for companies to thrive.
Among her notable projects are five-year strategic plan for Irembo, design of Sustainable Finance Roadmap for Rwanda, five-year strategic plan for Green Hills Academy, five-year business plan for Rwanda FDA, SME strategy for Cogebanque, and several feasibility studies and business plans for new ventures in the field of health, agriculture, IT and real estate to name a few. She has also worked on the ICT strategy for the Dubai Expo 2020 and on donor-funded projects (GIZ, IMSAR, PSDAG/USAID, etc).
Dieudonne is a Certified Public Accountant with more than 10 years of experience in progressive business development, consultancy, accounting, and finance roles. He is currently a Senior Manager at Garnet Partners where he serves a wide range of clients in accounting, business advisory, and consulting. Prior to joining the firm, he worked in various reputable institutions holding different senior positions.
He specializes in business financial planning and modeling and has participated in consulting and advisory assignments of various country major projects such as Kigali Infrastructure Project (KIP), Kigali Medical Plaza (King Faysal Hospital Extension Project), Kigali Special Economic Zone, Entrepreneur and Community Center for PEZ, Rwanda Development Bank (BRD) and fund management assignments for the Gates Foundation
He spearheaded the buildup of the finance division at the National Council for Science and Technology (NCST) as the first Director of Finance and at Centrika Ltd as the first Chief Finance Officer. He has also worked with various SMEs to develop business plans and strategies.
Dieudonne holds a master’s degree in financial engineering at World Quant University, US. He also attended university at the Rwanda School of Finance and Banking majoring in Finance where he finished as the top student in his class. During his spell at the university, he won numerous awards including the award for Best Business Plan awarded by African Innovation Prize in 2013.

Charles Tumusime is a member of the tax committee of ICPAR. Certified Public Accountant of Kenya (finalist), Certificate in East Africa Customs and Freight Forwarding Practicing Course Certificate of Accreditation in Africa Facilitators Accreditation Program (AFAP), a KPMG South African based Learning and Development Initiative Certificate awarded for Customs tax training by Kenya Revenue Authority , Charles holds a bachelor of commerce with honors in accounting from the National University of Rwanda, and a master’s degree from Jomo Kenyatta University, Kenya (pending graduation). Bachelor of Law, University of Kigali (Ongoing).
Charles is experienced in conducting tax reviews and offering tax compliance and tax advisory services in areas relating to payroll (Pay as You Earn), Value Added Tax (VAT), Corporate Income Tax (CIT), Tax Health Checks (THC), pension contributions, investment incentives, among other areas.
Grace is an accomplished Finance and Tax professional with over 7 years of progressive experience spanning KPMG East Africa and Garnet Partners. She is a Certified Public Accountant (CPA) Rwanda, holds a Bachelor of Business Science in Finance, and a Master of Science in Project Management, providing her with a strong analytical and strategic foundation.
Before joining Garnet Partners, Grace built her career at KPMG Rwanda Limited, where she delivered a wide range of financial and tax services to both international and local entities. Grace has developed deep expertise in financial reporting, budgeting, financial analysis, tax compliance, tax advisory, and corporate governance. She has played a key role in executing complex assignments, enhancing process efficiency, and supporting organizations in meeting regulatory and operational requirements.
In her current position as Finance Manager at Garnet Partners, she oversees the end‑to‑end finance function, including financial reporting, taxation, budgeting, treasury, cash flow management, and regulatory compliance. Her leadership is marked by improved internal controls, strengthened governance, and continuous enhancement of finance processes. Grace is committed to driving organizational growth by delivering strategic financial insights and fostering strong relationships with internal and external stakeholders.
Boris is a Certified Public Accountant (CPA) with more than 10 years of professional experience in financial management, financial statement preparations, and tax and compliance procedures. His professional journey has earned him a wealth of experience in both management and Financial Accounting acquired through impactful roles across different companies within the African business landscape.
Prior to his current position as a Manager at Garnet Partners Ltd, Boris also serves as Chief Finance Officer of ComzAfrica Limited and previously served in the same capacity at Solid’Africa, Mara Phones Rwanda and Century Park Hotel as an outsourced Senior Executive entrusted with spearheading their Finance Departments to optimize financial operations and contribute to overall strategic success.
Leah is a dedicated Risk & Quality Manager with a proven record of accomplishment in implementing effective risk management and quality assurance strategies. She holds a Bachelor’s Degree in business administration, Finance option obtained from Uganda Christian University Mukono (UCU) and she’s currently undertaking the International Certificate of Enterprise Risk Management (ERM). Leah attended different Risk & Quality training courses including Anti-money laundering symposium and was awarded completion certificates.
She is a Risk & Quality professional with extensive experience of more than 11 years in overseeing risk mitigation strategies and ensuring adherence to industry standards and regulatory requirements. Leah excels in fostering a culture of continuous improvement, adapt to leading cross-functional teams, implementing robust quality control measures, providing guidance and training to ensure consistent high-quality work and driving compliance to enhance overall business resilience.
Leah is currently a Risk & Quality Manager at Garnet Partners Ltd and specializes in developing and implementing risk mitigation strategies to safeguard the firm and clients, monitoring and assessing the firm’s compliance with applicable laws, regulations and professional standards, facilitates assessments of the firm’s quality management processes and delivers training programs to enhance the skills and knowledge of other professionals.
Vestine is flexible, team player, a quick learner and result oriented. She holds a Bachelor Degree in Business Administration, Finance option obtained from the University of Lay Adventists of Kigali (UNILAK). She attended to different professional courses in the area of Human Resource and awarded completion certificates.
She is an accomplished Human Resource and Administration professional with an extensive experience of more than 15 years in various industries. Vestine is currently People & Talent Manager at Garnet Partners and specializes in recruitment, onboarding, team building & motivation, staff welfare, employee health & relations, employee learning, development & performance management and leads the administration function. She is also proficient in procurement processes including tendering supplier’s evaluation and contract management using available application packages to increase efficiency and productivity. She developed human resources related policies in harmony with Local Labor Laws. Those policies & procedures include but not limited to leave management, mobility and sabbatical policies. Vestine introduced cost-effective medical insurance scheme for all employees which positively affected employee wellbeing and motivation. She also developed a standardized company filing system.
A Certified Public Accountant and seasoned finance professional with over 13 years of experience in audit, assurance, financial reporting, accounting, and FP&A. Emmanuel holds a Bachelor of Business Administration (BBA) from the former School of Finance and Banking (SFB) and is a member in good standing of the Institute of Certified Public Accountants of Rwanda (ICPAR).
In his current role as Senior Manager, Audit & Assurance at Garnet Partners Ltd, Emmanuel leads and supervises teams delivering assurance services to clients across diverse industries. He provides strategic guidance, ensures adherence to professional standards, and drives high quality engagement execution.
Previously, Emmanuel held key positions including Financial Reporting Manager at Mobile Money Rwanda Ltd, Senior Auditor at KPMG Rwanda, and Chief Accountant at SAHAM AG. These roles strengthened his expertise in financial governance, reporting accuracy, and operational performance management.
His core competencies include the design and evaluation of internal control systems, application of IFRS, and other accounting standards, operational budgeting, and financial data analysis. Emmanuel has a strong track record of helping organizations enhance their financial reporting processes, strengthen budgetary controls, and improve business performance monitoring.
Caroline is a Certified Public Accountant of Kenya, CPA(K), and holds a Bachelor’s degree in Finance. She is currently pursuing a Master’s in Business Administration with a focus on Finance at Heriot-Watt University.
With over 10 years of extensive experience in audit, finance, accounting, tax advisory, and management consultancy, Caroline has worked with leading firms across the Rwandan and Kenyan economies, consistently demonstrating a commitment to excellence.
She has developed deep expertise in financial planning and analysis, operational analysis, leadership, and strategic oversight, enabling her to deliver insightful recommendations that drive organizational growth and success.
As a Manager at Garnet Partners, Caroline focuses on strategic planning, financial modelling and business advisory.
She has previously played a key role in leading the development of financial models for clients and has supported the execution and development of strategies for various clients. Caroline has also spearheaded the development of various business plans for multiple SMEs across the Rwandan economy.
